TEMPORARY SIGNS & BANNERS IN PUBLIC WAYS


Section 58-246 through 58-251

Temporary signs or banners may be erected if they are in conformity with the provisions of this policy and procedures:
The person or group erecting the temporary sign or banner must be either public, charitable, religious, or a non-profit community benefit organization.
Temporary signs or banners must be authorized by the Village Board or it’s representative.
No alcohol advertising may be included on the temporary sign or banner
No tobacco advertising may be included on the temporary sign or banner
Temporary signs or banners larger than thirty-two (32) square feet in area are prohibited.
The maximum time a temporary sign or banner will be allowed to remain in place is three weeks.
No temporary sign or banner will obstruct the clear vision of an intersection.
The temporary banners shall be maintained in a tight and upright position.
The sign or banner will be removed within 48 hours after the event.


OPEN BURNING POLICY


(Reference to Ord. Sec 14-84 through 14-89)

(a) OPEN BURNING & USE OF BURNING BARRELS PROHIBITED. No person, firm or corporation shall burn in an outdoor incinerator/burning barrel or build any outdoor fire within the corporate limits of the Village of Pardeeville excepting as set forth in Subsection (b) of this Section.

(b) EXCEPTIONS.

(1) Recreational fires and outdoor cooking apparatus as defined below.

a. No recreational fire shall be closer than ten (10) feet from a property line.

b. No recreational fire shall be in an area larger that three (3) feet by three (3) feet.

c. All recreational fires shall be supervised at all times by at least one (1) person who is age sixteen (16) years or older.

d. Combustible material used in recreational fires shall not include rubbish, garbage, furniture, treated wood, hazardous material, flammable or combustible liquids. Only dry untreated and unpainted clean wood may be used for a recreational fire.

e. The requirements described in subsection (b)(1)(a-d) for recreational fires shall not apply to any outdoor cooking apparatus.

(2) Controlled burning of grass or similar vegetation for environmental management purposes, with the prior written approval as granted under Subsection (b)(3).

(3) Controlled burning of dry leaves and other non-offensive dry yard debris during the periods of April 1 through May 31, and October 1 through November 30 of each year; provided however, that such burning is:

a. Monitored by a responsible person until the fire has extinguished itself completely;

b. Conducted on days when excessive wind or atmospheric conditions will not result in danger to public health or safety;

c. Located off the public street pavement or street gutter;

d. Located at least thirty (30) feet from any neighboring residence;

e. Not used for covert incineration of offensive substances or materials;

(3) Single occasion special Permits for other occasions of outdoor burning, but not as an alternative to refuse removal or disposal of which other methods are available, may be granted by the Fire Chief or his designee and one of the following: the Village President, Public Works Director or Chairman of the Public Protection Committee under Subsection (a) and (b) of this Section, the permit may specify and be conditioned on observance of safety restrictions set forth therein.

c) CHIEF MAY PROHIBIT: The Fire Chief or his designee is permitted to prohibit any or all bonfires and outdoor fires when atmospheric conditions or local circumstances make such fires hazardous.

(d) BURNING ON STREETS: No materials may be burned upon any street, curb, gutter or sidewalk.

(e) LIABILITY: Persons utilizing and maintaining outdoor fires shall be responsible for any liability resulting from damage caused by his fire.

(f) DEFINITIONS:

(1) Recreational fires and outdoor cooking apparatus

a. “Recreational fire” means any fire such as a campfire or cooking fire, fire pit or portable manufactured fire container for the purpose of recreational and personal enjoyment.

b. “Outdoor cooking apparatus” means a charcoal grill, gas grill, smoker, camping stove or similar apparatus designed exclusively for the cooking of food.


BRUSH COLLECTION SCHEDULE & RULES


Brush will be picked up by the Village Crew as outlined in the Village Newsletter


RULES:

1. Brush must be set out at the curb before 7 a.m. on Monday of the scheduled brush pick-up week.

2. Do not set out brush more than 5 days before the normal collection week.

3. Branches must be 4" diameter or less.

4. Branch length may not be more than 8 feet long.

5. Entire tree limbs are prohibited. Large limbs should be trimmed so there is no fork or (y) on them.

6. Brush shall be piled immediately behind the curb of the public street or alley for collection. Pile the brush parallel with the road. The butt end of the branches should be pointing the same direction as the flow of traffic.

7. Brush containing root dirt will not be picked up.

8. Brush generated by tree removal contractors will be not be picked up.

9. Small brush from trimming must be set out in an open container.


LEAF COLLECTION SCHEDULE & RULES

There will be no formal leaf collection in the Village. Residents are allowed to take leaves to the yard waste site located at 501 Vince St. Yard Waste Site hours are Monday - Friday 7:30-3:30 and 1st and 3rd Saturday from 8am - 12 noon. 


REFUSE & RECYCLING COLLECTION SCHEDULE & RULES



Refuse will be collected every Friday and Recycling will be every other. See schedule for dates. 

RULES:

Garbage must be set out at the curb before 7 a.m. on Friday.

Rubbish shall be set out only after 6:00 p.m. of the evenings prior to regular collection time

All receptacles shall be removed from the curbside within twenty-four hours of the regular collection.

Recyclables shall be separated from the regular garbage in the following manner:

Aluminum should be clean and free of liquid

Cardboard should be clean and flattened. Beer/soda cardboard packaging is not recyclable.

Plastic shall be #1 & 2 labeled only. Look for small triangle with a number inside.

Glass should be bottles and jars ONLY. Rinse clean, remove caps & separate by color.

Tin food cans only. Rinse clean.

Paper shall be clean and dry ONLY. (Newspaper, magazines, office paper, and junk mail)

Items not collected:

Waste Oil

Liquid Paint

Medical & Hazardous Waste

Solvents

Pesticides

Furniture

Construction Debris

Appliances

Yard Waste (brush, leaves, grass clippings, garden waste)

PARDEEVILLE ELECTRIC UTILITY
TREE TRIMMING POLICY


(Approved 01-07-03)

Electric line clearance is necessary for electric reliability and public safety. The electric lines owned by the Pardeeville Electric Utility in our easement or right-of-way shall be cleared on an as-needed basis by the utility.

Line clearance shall be done during the months of December, January, and February each year.

All employees engaged in tree trimming shall be trained by an arborist on trimming techniques for the various species of trees they will encounter. Refresher training shall be conducted periodically.

All trimming that will be done in the rear, sides or front of the landowners property in the Village easement or right-of-way will be scheduled one week in advance prior to the beginning of work. Reasonable effort shall be made by the utility to accommodate a landowner’s desire to be present when work is done near his or her property.

Should there be a concern about the scope of the trimming by a landowner, the matter will be referred to the Utility Commission for resolution. The commission may refer the matter to an arborist for an expert opinion or decide the matter themselves.

In the event the utility requests that a tree needs to be removed from the landowner’s property, the utility/community will plant a new tree that meets the aesthetic needs for the location and is of a variety that will not create clearance problems in the future, if the landowner so desires. This replacement does not include trees removed from the Village easement or right-of-way.

Property owners wishing to remove or trim trees on their private property, where the overhead electric service line is near a tree or branch, shall notify the Pardeeville Electric Utility to schedule a disconnect and reconnect one week in advance The utility will disconnect the service at no charge between the hours of 7:00 a.m. and 4:00 p.m. on normal working days. We will then reconnect the same day between the hours of 7:00 a.m. and 4:00 p.m. If the outage extends beyond 4:00 p.m. there will be overtime charges of 150% of the normal hourly wage for the electric lineman. This will allow the property owner or contracted tree service to trim or remove the tree without damage to the over head electric service.

The utility exempts itself from any liability for damages that may occur during the disconnection of your service line.



PARDEEVILLE ELECTRIC UTILITY
UTILITY POLE POLICY


Retired or broken poles will be given away (no charge) as follows:

The utility office shall keep a list of individuals which would like to receive utility poles.

If the property owner, where the pole is being removed from, wants the pole or poles he/she shall be given them provided he/she so states before the pole is removed to the pole yard, even if he/she does not have his/her name on the pole list.

If the list consists of more than one person each person shall be limited to 4 utility poles or pieces thereof. The individual receiving poles can request his/her name be put on the bottom of the list again.

Persons requesting poles must take the entire pole or piece of pole and may not cut off just the length they want and leave the balance.

Village crew may assist in the loading of poles during normal working hours provided an appointment is made for loading.

The utility will deliver poles inside its service area for a fee of $25.00 to be paid in advance of delivery.
